U.S. Plans To Issue "Made In America" Labeling Regulations

On July 16, 2020, the United States issued Circular g / TBT / N / USA / 1634. The United States Federal Trade Commission (FTC) has issued a "made in USA labeling (Musa) labeling regulation making notice (NPRM) under the authorization of the federal regulation" product labeling "(15 U.S. code ﹤ 45A.) to prevent unfair or deceptive acts or practices related to Musa labeling.

Under this notice, sellers are prohibited from making a non-conforming Musa statement on the label unless: (1) the final assembly or processing of the product is performed in the United States; or (2) all significant processing processes in the product are performed in the United States; or (3) all or nearly all of the ingredients or components of the product are manufactured and purchased in the United States.

The circular covers the following products: 01.080.10 - public information symbols; 61.020 - clothing; 61.040 - hats, clothing accessories, buttons; 61.060 - footwear; 83.140 - Rubber and plastic products; 97.160 - household textiles, linen fabrics; 97.190 - children's equipment.
