In May 28, 2012, the founding meeting of the China garment Institute was held in Xingtai Polytechnic College. The two level college, the school enterprise cooperation school established by Xingtai Polytechnic College and Limited by Share Ltd, was formally established.

Limited by Share Ltd, a state-controlled large enterprise, is located in 21 provinces, municipalities and autonomous regions, and has assets of over ten billion. It is a production and support base for munitions in China's armed forces and armed police forces. It is the main supplier of uniform clothing units and professional clothing units of the government, and is the main purchasing and processing base for the international munitions market.

The Jihua Clothing Institute is a two level college, which is based on the strategic cooperation agreement between Xingtai international group and the government of the city of China under the state owned assets supervision and Administration Commission (SASAC). It is based on long-term cooperation, complementary advantages and mutual benefit between Xingtai Polytechnic College and Limited by Share Ltd. It is another exemplary achievement of further promoting the innovation of the system and mechanism of higher vocational education.
