When reporters contacted Liu Shengxian, chairman of the nine clothing company, he was busy recruiting people everywhere.

The reporter learned from the provincial clothing industry association that in 2010, due to the high lack of work in the national garment industry, the overall operating rate of the coastal areas was only 70%.

In terms of recruitment difficulties, Shandong is better than other coastal provinces, but the turnover rate of workers is generally around 20%.
