New Import Requirements For Australian Natural Fiber Geotextiles

In February 4th, the Australian inspection and Quarantine Bureau (AQIS) issued a quarantine warning (PQA0648) and formulated a new import requirement for geotextiles (Geotextiles).

Geotextiles are textiles used for soil erosion control, weed control and landscaping.

The new import conditions apply to products made from licensed natural fibers such as coconut shell fiber, jute and hemp mat, blankets, netting and fiber imitation wood.

The main contents of the new import conditions are as follows:


1. Importers' responsibilities


1, no import license is required.


2. Each shipment must not be carried out with live insects and other quarantine risk materials before reaching Australia.

3, the goods must be clean and new.


4, containers, wooden packages, pallets or paving materials for pport of goods must be inspected and processed after arriving in Australia unless they have been certified by AQIS approved methods.


Two. Quarantine procedures


1. All goods will be checked completely in the quarantine and accreditation facilities to check whether the live insects, weeds seeds and other quarantine risk materials are carried.


2. After inspection, all goods meet the above import conditions and will be released.


3, if there is any doubt about the final result of the appraisal result or material, the goods will be detained, and the importer is responsible for providing evidence for the identification result and the end use.


4. If unidentified, prohibited or susceptible plant materials (non seeds) are found during the inspection process, the goods will be required for dry heat treatment, ethylene oxide fumigation, gamma irradiation, re export or destruction, and the cost will be borne by importers.


5. If prohibited, restricted or unidentified seeds are found during the inspection process, the goods will be required to be subjected to wet heat treatment, ethylene oxide fumigation, gamma irradiation, re export or destruction, and the cost will be borne by the importer.


6. If the live insects are found during the inspection, the AQIS entomologist will be identified. The goods will be required to be treated with methyl bromide fumigation.

Fumigation for live insects must be carried out before any other processing method, and the cost will be borne by the importer.


7. If soil and other impurities (such as faeces, animal materials, etc.) are found during the inspection process, the goods will be required to remove all pollutants, autoclave sterilization, ethylene oxide fumigation, gamma irradiation, re export or disposal under the supervision of AQIS. The cost will be borne by importers.


The formulation of new import conditions for geotextiles is due to the use of the product in the environment as a high-risk approach to pest and disease. The thorough inspection of pollutants after arrival of the goods will reduce the risk to an acceptable level.


It should be noted that the import conditions of coconut shell products, such as doormat, bags, brushes and basket lining, will not remain the same for geotextiles.

If the sample can be supplied to the AQIS for verification, the whole container can still be checked in front of the box.
