Management Of Import And Export Licenses For Foreign Invested Enterprises

China has implemented a license management system for the import and export of some goods. Foreign invested enterprises need to apply for import and export licenses in accordance with the regulations when they import and export these goods.

(1) a claim procedure for an import license

First, an application is submitted by the enterprise and submitted to the Guangxi foreign trade and Economic Commission after approval by the Municipal Foreign Trade and Economic Cooperation Bureau. After obtaining the approval, the enterprise shall manage the authority according to the licensing level, and the import and export license shall be obtained from the MOFTEC office in Nanning and the foreign economic and Trade Commission.

According to the approved scope and scale of production and operation, the proportion of export sales and the production capacity of the current year, the foreign-funded enterprises shall compile export plans for export licenses, which shall be reported by the Beihai Municipal Economic and Trade Bureau.

According to the approved annual export plan, the enterprise applies the export license to the Department of foreign trade and economic cooperation once every six months.

(three) the import and export license can be exempted from the following circumstances:

Foreign invested enterprises are required to perform mechanical and mechanical equipment, raw materials, fuels, spare parts, spare parts, components, fittings, accessories and packaging materials needed for export contracts.

The investment enterprises of overseas Chinese, Hong Kong, Macao and Taiwan shall, within the total amount of their investment, import the import and export licenses of the enterprises which are self employed and have a reasonable quantity. (four enterprises shall enjoy the preferential treatment according to the letter of recognition issued by the overseas Chinese, Hongkong, Macao and Taiwan compatriots issued by the foreign trade and Economic Commission of the region, that is, the four cell identification book).
